A survey carried out by CEPAL shows that the percentage of high qualified people in the developed countries, those who finished university and technical studies, almost doubles the percentage in Latin America. Further programmes make sense because they contribute to the creation of a human capital of high quality. The International FoundMedia Association is promoting the creation of an international association of high quality further programmes on media education, a platform for cooperation between universities that teach and develop qualified researches on that field.
